Counter-Terrorism and Border Security Seminar Department of Defense Counter-Terrorism Fellowship Program at Jounieh Naval Base

The U.S. Embassy’s Office of Defense Cooperation (ODC) hosted a reception Friday, September 23 to recognize the successful completion of a one-week seminar in counter-terrorism and border security issues conducted at the Jounieh Naval Base. Instructors from the U.S. Defense Institute of International Legal Studies led the seminar for 55 representatives of the Lebanese security services to include the Lebanese Armed Forces, Internal Security Forces, Surete Generale, State Security, and Lebanese Customs.

The seminar, titled “Legal Aspects of Border Security and Combating Terrorism,” was sponsored by the Department of Defense’s Counter-Terrorism Fellowship program, initiated this year in Lebanon. The topics of the seminar included legal responses to terrorism, criminalizing terrorist offenses, targeting the funding of terrorists, border security and terrorism, maritime law enforcement, transnational organized crime, rules of the use of force, trafficking in persons, rules of engagement against suicide attacks, among other subjects. Instructors for the seminar were American and British and included lawyers from the United States Marine Corps and Navy.

This training course is one component of the Office of Defense Cooperation’s ongoing programs to assist the Lebanese Armed Forces. In addition to managing the Counter-Terrorism Fellowship Program, the Office of Defense Cooperation also assists the Lebanese Armed Forces with programs in Foreign Military Sales, the International Military Education and Training (IMET) Program, the Department of Defense’s and Department of State’s Humanitarian Mine Action programs, Traditional Commander’s Activities, and Humanitarian Assistance.
